LRH explained what a “return program” is for a preclear or pre-OT:
THE RETURN PROGRAM CONSISTS SIMPLY OF WRITING DOWN
IN SEQUENCE EVERY NEEDFUL STEP AND PROCESS MISSED
ON THE CLASS CHART BY THE CASE WHICH ARE NOW TO BE
. . .
In other words, when the case, found in trouble at a level, is fully repaired
and winning, the C/S studies the current data on the case to establish the
major levels that are out (each level has an error and an ability) and then
gets these into a program which then session by session is followed.
. . .
The Return Program is the return to the false point reached by getting
honestly done all the points missed on the road.
. . .
It is a truism that the grade he can't seem to make is not the out-grade.
An earlier grade is out if the processes of any one grade, properly run, do

8. Length of time on lower grades:
LRH described the length of time that a pc should take to get through each band of
the Bridge. The following is what he wrote concerning the lower grades:
The third level, consisting of the lower grades and more books could, due
to scheduling of time and all that, consume a month. – LRH, LRH ED 342

LRH said the following in policy about the difference between someone with a real
complaint and someone who is a natterer:
Spot the spinning malcontent and do something energetic. Don't get
reasonable about natterers. If they're hypercritical they have overts. If
they have a real complaint they'd talk to the management, not
everybody else. These people are just nuts and they spread disaster. –

LRH advised how to effectively deal with persons who attempt to do a power push:
BUT, can a power push against the Church happen again? Well,
only if you fail to turn your back on squirrels and demand on-
policy actions and HCOB tech in all executives and if you support
only those who work to keep Scientology working. My earnest
advice is: Only deal with or associate with those organizations
licensed by RTC and auditors in good standing with the Church;
close your ears to false statements made by bad hats and thus
really clear the planet. Only then can such power pushes fail and
note that not only every earlier power push but also that this last
one did fail. And look at the resulting stats and gains when it all
